ARTG offers a range of learning programs designed to meet the requirements of the Minimum Competency Regulations (Gazette 29967, June 2007) and to enhance the skills of Financial Management Practitioners. The Gazette requires that all senior financial officials meet the stipulated minimum competency levels

OFFICIALS NEEDING TO MEET THE COMPETENCY REQUIREMENTS INCLUDE

 
 
  • Accounting Officers
  • Chief Financial Officers
  • Senior Managers
  • Financial Officers at Middle Management Level
  • Heads of Supply Chain Management Units
  • Supply Chain Management Managers

REQUIREMENTS FIRST

 
We will conduct a skills audit to verify any credits already acquired that contributes to the minimum competencies.
 

FLEXIBLE DELIVERY

 

In accordance with the Regulations, delivery is provided through a flexible set of Learning Programs. This makes each Learning Program much more manageable and easy to master for the learner. Successful completion of a Learning Program results in a LGSETA-endorsed Certi cate of Competence. This confirms the credits earned on either specific modules or all unit standards completed.

This means that the learner can tackle Regulation requirements on a step by step basis, banking credits after each step, until they complete the regulation requirements.

 

PROGRAM

 

The accreditation or program approval status is aligned to the Municipal Finance Management Programme quali cations at NQF Level 5, National Diploma: Public Finance Management and Administration, SAQA ID 49554 and NQF Level 6 Certi cate in Municipal Financial Management, SAQA ID 48965.

The MFMP comprises 28 unit standards which have been organised into the following Learning Programs (LP).

 
  • LP1 – Strategic management; budgeting implementation and performance management
  • LP2 – Municipal accounting and risk management
  • LP3 – Governance and legislation
  • LP4 – Cost and capital planning
  • LP5 – Municipal IT support and project management
  • LP6 – Supply Chain Management and Public Private Partnerships
